Well, the main reason he was so shocked was that the other person's full-coverage mask was so unique that he accidentally used his X-ray vision to see through it and found a face that looked exactly like his own under the mask.

That makes sense, actually. Bruce Wayne in Bullet Universe is actually the adopted Kal-El, so how could their faces be different?
